The ServiceNow Software Asset Manager is responsible for governing the end-to-end lifecycle of software assets within a complex, highly regulated enterprise environment in support of the Department of Veterans Affairs. This role requires deep expertise in ServiceNow SAM Pro, strong software licensing knowledge, and the ability to operate effectively across long-standing, multi-team processes common in large federal organizations. The individual will serve as both a subject-matter expert and a collaborative partner, enabling compliance, cost optimization, and operational transparency across the VA’s software asset portfolio.

Responsibilities

Software Asset & License Management

  • Interpret contracts, invoices, purchase orders, and amendments and accurately translate them into SAM Pro entitlement records, license metrics, and normalization rules.
  • Manage the full software asset lifecycle — including entitlement, deployment, reconciliation, compliance, optimization, and retirement — using ServiceNow SAM Pro.
  • Maintain audit-ready entitlement and compliance positions aligned with federal governance and reporting standards.
  • Perform effective license reconciliation and compliance analysis for major publishers across the VA enterprise environment.

ServiceNow SAM Pro Expertise

  • Configure, maintain, and optimize ServiceNow SAM Pro data models, workflows, and reporting to support VA operational requirements.
  • Support or lead SAM Pro implementations, enhancements, and integrations as needed throughout the engagement lifecycle.
  • Ensure accurate normalization, entitlement ingestion, and compliance calculations within the ServiceNow platform.
  • Partner with CMDB, HAM, and ITOM teams to maintain data integrity and cross-module alignment.

Publisher & Licensing Expertise

  • Act as a licensing subject-matter expert for common enterprise publishers and license models, including:
  • User-based, device-based, core-based, processor-based, subscription, and consumption metrics.
  • Provide guidance on licensing implications of architecture changes, cloud adoption, and virtualization environments.
  • Support internal and external audits by providing defensible, well-documented licensing positions.

Cross-Team Collaboration & Process Navigation

  • Operate effectively within long-running, team-owned processes spanning Procurement, Legal, Finance, Security, Infrastructure, and Application teams.
  • Navigate complex organizational boundaries with professionalism, diplomacy, and persistence.
  • Educate stakeholders on the value of SAM partnerships, emphasizing shared outcomes such as compliance, cost avoidance, and risk reduction.
  • Drive incremental process improvement without disrupting established federal workflows or existing team ownership structures.

Tools & Data Sources

  • Leverage Microsoft SCCM as a primary discovery and deployment data source for software inventory and usage data.
  • Validate and reconcile discovery data against entitlements and usage to identify gaps, over-deployments, and optimization opportunities.
  • Collaborate with endpoint, server, and cloud teams to ensure accurate and complete data feeds into ServiceNow SAM Pro.

Qualifications

  • Bachelor’s degree in engineering, mathematics, business administration (8 years of additional relevant experience may be substituted for education for a total of 16+ years of relevant experience).
  • 8+ years of hands-on experience as a Software Asset Manager or ServiceNow SAM Pro implementation specialist.
  • Demonstrated expertise using ServiceNow SAM Pro in a production enterprise environment.
  • Proven ability to read and interpret software contracts, invoices, and purchase orders and translate them into actionable entitlement records.
  • Strong understanding of software licensing models and metrics across major publishers.
  • Working knowledge of Microsoft SCCM as a discovery and deployment data source.
  • Experience operating within large, complex, and regulated organizations, preferably federal or federal-adjacent.
  • Strong communication skills with the ability to influence without authority across multi-team and multi-stakeholder environments.

Preferred Qualifications:

  • Experience supporting or preparing for software license audits (internal, external, or OIG-related).
  • Familiarity with federal acquisition processes, shared service models, or government contracting vehicles.
  • Experience partnering with Procurement, Legal, Finance, and Security organizations in a federal or enterprise context.
  • Knowledge of ITIL-aligned processes and IT governance frameworks.
  • Experience with CMDB dependencies and ITOM integrations within the ServiceNow platform.
  • Exposure to cloud and hybrid licensing considerations (e.g., Azure, Microsoft 365, and virtualization environments).
  • Strong documentation skills and experience creating SOPs, playbooks, and audit evidence packages.
  • Active ServiceNow certifications such as Certified System Administrator (CSA) or Certified Implementation Specialist – SAM (CIS-SAM) are a plus.
